No Recourse to Public Fund (NRPF) Network has produced a very useful factsheet on EU Settlement Scheme, settled status and access to benefits. The factsheet clarifies that having settled status is sufficient to meet a right to reside requirement for benefit purposes.
Therefore, if you have clients who are EU nationals (or who came to join EU family members) currently struggling to meet right to reside test for benefits but have been in the UK for over 5 years, they are likely to benefit from applying for EU settled status sooner rather than later.
You can either signpost them to see a free immigration adviser or inform them about the scheme and benefits of applying, and direct them to the website and translated resources (please see attached presentation for more details), but you cannot advise them that they should apply, unless you are registered with OISC.
